[oXygen-user] Oxygen 11: Topicrefs to keys not resolving in the editor

I have a map with this pattern:

<map>
 <topicgroup>
   <keydef keys="key-01"
   href="sometopic.dita"/>
 </topicgroup>
 <topichead navtitle="ToC">
  <topicref keyref="key-01"/>
 </topichead>
</map>

The keydef is processed correctly and a topic that uses that key when the
map is the selected map resolves.

However, in the Map Manager, the second topicref is not resolved.

Topicrefs can use keyref. In addition, key references are recursive, so you
can have any number of intermediate key references before you get to the
ultimate target of the original ref (limited only by stack space and
patience).
