[oXygen-user] Format and Indent and Blank Line Removal

Hi Ray,

It does not remove blank lines in element only content by default. This 
is one of the new additions in 7.1 and you can disable it from the 
oXygen options. See the "Preserve empty lines" option from the XML 
format page:
