Define the DocType Decl as follows:

<!DOCTYPE chapter PUBLIC "-//OASIS//DTD DocBook XML V4.3//EN" 
	"http://www.oasis-open.org/docbook/xml/4.3/docbookx.dtd" [
<!ENTITY % xinclude SYSTEM "path/to/oxygen/frameworks/xinclude.mod">
%xinclude;
]>

You can also see this if you start a new Docbook document with XInclude 
support.
