[oXygen-user] MSXML4 Not found on windows

Is there a guide to download and install the latest MSXML engine for
Windows/Oxygen?  My Oxygen is failing to transform using MSXML4, the error
is:
Could not create the 'MSXML2.DOMDocument.4.0' object.  Make sure that MSXML
version 4.0 is correctly installed on the machine.
