Please note the full path to the options page:
XML / XSLT-XQuery / XQuery / *Saxon-HE/PE/EE*
Your screenshot is from the *XQuery* parent page.
If you expand the XQuery entry from the left navigation pane you should
find "Saxon-HE/PE/EE", that is the target page that contains that option.
A trick is to also type in the filter box (top left text input in the
Options dialog) what you want to find, for example "XQuery update" and
that will get your the pages that contain that text, in this particular
case it will show 3 Options pages
* Editor / Content Completion / Code Templates
* XML / XSLT-XQuery / XQuery / Saxon-HE/PE/EE
* Menu Shortcut Keys
The second being the one you want.
