I actually did the same thing on our side so in the upcoming Oxygen 15.2 a new simple Maven 4.0 framework (schema + new file template) will be bundled by default.
The custom frameworks have higher priority though in the Document Types list so your customization will continue to be used by users who have your framework installed.
