[oXygen-user] White-on-white tooltip help

I have a colleague whose Oxygen shows tooltip help and 'content
completion' help as white text on a white background.  My colleague says
that it's been that way across multiple previous versions of Oxygen on the
same computer.

The content completion help shows the icons for the options, and the
currently selected option is visible as darkish text on a white
background, but the other options and the second pop-up box with
additional information about the current option all show as
white-on-white.

How can the normal colours be restored?
