[oXygen-user] Namespace prefix unnecessarily added to elements in element list

Hi David,
To clarify things, this behavior happens only in the Author page (and
when the default namespace declaration is located before the prefixed
namespace declaration).
In the Text page the content completion proposes elements without prefix
no matter how the two declarations appear on the root element.
We'll try to fix the behavior in the Author page, possibly in Oxygen v14.
