[oXygen-user] Map Manager Doesn't Appear to Reflect Navigation Titles in <navtitle>

Yes, I'm using the DITA 1.2 DTDs (otherwise the map wouldn't validate), but
I only have the 1.2 DTDs installed (using the 1.5.1m1 Toolkit release).
