[oXygen-user] Oxygen 11: Creating Key Definitions

I didn't see any specific UI for creating key definitions.  I had expected
to see either a "keys" field in the main "Edit topic reference" dialog or a
separate "Insert key definition" option on the context menu/dita map menu
that currently provides the "insert topicref", "insert topichead", "insert
topic group" options.

I don't think anything more than a single field is needed, although a list
control might be more appropriate since the the value of "keys" is a
blank-delimited list of keys.
