Hello,

Yes, the developer can add custom actions to the contextual menu in 
Author mode. Edit the document type association for the documents where 
you want to add the actions from Preferences -> Document Type 
Association and add the actions on the Author tab, the Actions panel:

Any action added in the Actions panel can be added to the contextual 
menu or the toolbar of Author mode in the panels with the same names 
(Contextual menu, Toolbar).
