[oXygen-user] Not Seeing Any Transform Scenarios for DITA Maps in Oxygen 10

A colleague upgraded from 9 to 10.0 and then from 10.0 the 10.2. In both
10.0 and 10.2 he does not get any transformation scenarios for DITA maps in
the map manager.

I couldn't see any obvious reason for this--I went through the install with
him and made sure all the DITA-related settings and setup were correct as
far as I could tell.

What would cause this behavior?
