[oXygen-user] Failing build with excluded topics

I'm not sure why this is occurring: I have a few topics excluded by a
ditaval file, and now, when I build, it's causing a
java.io.FileNotFoundException:
 
[xslt] [DOTX031E][ERROR]: The file
file:///C:/p4_perforce1666_WLORETI/redbird/ide/main/com.vocollect.voiceb
uilder.help.dita/temp/../../voice-app-schema.xml is not available to
resolve link information. Either the file could not be found, or a
DITAVAL file was used to remove the file's contents. Be aware that the
path information above may not match the link in your topic. Check to
make sure the file exists and DITAVAL file isn't used to remove the
contents of the file.The location of this problem was at (File =
C:\p4_perforce1666_WLORETI\redbird\ide\main\com.vocollect.voicebuilder.h
