[oXygen-user] No Button for Xref Creation in 9.2

Hi Eliot,

There is already a toolbar combo button for adding xrefs.
See the attached image.
For the moment the user is not provided with a dialog similar to the 
insertion of content references to find ID's in files.
We will probably make this improvement in a future version.
