[oXygen-user] Relax and Catalog Resolution

Ah, and another thing, to have your documents portable it is better to 
use the public location of the schema:

http://www.docbook.org/xml/5.0b1/rng/docbookxi.rng

and solve that through the catalog file to a local version.
