Do you mean that when the end user calls the "File->Save to URL" action 
you would like to pre-polulate the initial location with a default 
location and file name?
But the user would still need to browse for the place where to save the 
file using your CMS's browse dialog...
Maybe you could give me more details, a few screenshots... just so that 
I better understand this.
