Restrictive editing?

We have many xml(TEI) documents that have the "text" in English. The structure is as important as the text.
Normally our translators use Word to type in the translated edition and then we go through a laborious process of getting that .doc format into the correct and identical XML structure the English translation is in.
I would like our translators to just use Oxygen as the editor to do their translation work in, starting with the English document and replacing that text with the foreign language text. They would do this in author mode.
However I would like to restrict what they can edit, mainly the structure, the XML tags. If not prevent them from changing or deleting a tag, have a warning pop up that they are attempting to change the XML structure, so they will know to not do that.
I've looked for a way to do this but haven't found one? Is this functionality available?
