RTL(Right to Left) language support..

Hello,
I've been trying to publish a pdf for Arabic xmls via PDF Chemistry.
I put xml:lang="ar" attribute on <map> element in ditamap file and published, but OL/UL markers are on the left side.
When I use "fop" or "xep" plugin on DITA-OT, markers are on the right side which is right for RTL languages.
Am I missing something?
I'd appreciate any help.
