Creating a new DITA-Compliant DTD based on an existing non-DITA-Compliant DTD

I want to create a DTD for DITA authoring based on an existing DTD. The existing DTD is not DITA-complaint, so far as I know. What is the best way to accomplish these two tasks:

1) Creating a new DTD for DITA authoring based on an existing DTD. I want to copy all of the elements from the existing DTD into the new DTD. Is there some way to do this automatically?

2) Ensuring that whatever formatting and rules which are required by DITA are also in present in the new DTD.

I understand your problem but we have no tools which would automate this task.
