When I click on the link(hyperlinK) it should display its content in the same way as we see in the attachment

It looks like you posted the same picture twice, and you did not ask an explicit question. Could you please clarify your question and check the pictures for correctness?

both pictures same, there is nothing extra I tried to communicate. Because of not able to see the attached files i might have attached twice.
I mentioned that , using DITA file I generated CHM and in CHM file when I click on "Load line" hyperlink in a Help topic, it should display a small popup windows like tool tip as shown in the attached.

I edited your original post to remove the extra image reference.
I'm afraid I do not know how what you want could be done, possibly with some Javascript but the web browser used to load CHM content is quite limited in functionality from what I remember.
