How to add keydef in Insert Reference dialog?

When opened from DITA Maps manager/Editor mode, Insert reference dialog in a DITA map always shows "Topic Reference" only. How to add "KeyDef" element in the "Insert Reference" dialog "Reference Type" dropdown. Current version of Oxygen XML author: 21.

The "Insert topic reference" dialog has a "Reference type" combo box on top which you can use to change the type of the inserted element. If "Key definition" is not an entry in the combo box, it means that somehow it is not allowed to be inserted at that precise location by the DITA schemas.
Also Oxygen 21 is in our end of support/life stage so officially we no longer provide any kind of support for it:
