CSS-based PDF: Question about Avoid rules

I have a rule to avoid breaking in the middle of a step, like this:
*[class ~= "task/step"] {
page-break-inside: avoid;
}
My question is: When I am using a 2-column layout, does that rule also tell it to avoid breaking across the column, or does it apply only to breaking across a page? All my testing indicates that the rule also applies to column breaks. If this is the case, is there a way to specify that it's OK to break across a column, but not OK to break across a page?
