Whole-topic change bars

I'm using Ixiasoft with the oXygen Author 17.1 plugin editor and Antenna House for PDF output generation.
We use the rev attribute to flag newly added text, and a ditaval file to produce change bars on this text in PDF output for reviews.
The system works great, except when I add a rev attribute value to a top-level topic element (<reference>, <concept>, or <task>) where the whole topic is new to a particular revision. I want a change bar to cover the entire topic text, but instead no change bar at all is produced.
I tried instead to add a rev attribute value to the <xxxbody> near-top-level element, but the body elements don't include rev attributes.
The best I can do is to add a rev attribute value to the sub-elements, like every <section> in the topic, which creates discontiguous change bars on all sections, as expected. It's not precisely the effect I was going for, but more important, it's a lot more work to set all those individual rev attribute values, instead of just a single one for the whole topic.
Does anyone have any idea how to get this working (or please tell me if I'm doing something wrong to get what I want). Thanks in advance for any help and info.
