Is it possible to rename (apply a label) to elements in the Element View? If so, how does one do this?

I'm sorry but I do not understand.
The Elements view shows a list of possible elements which can be inserted at the caret position.

Do you want for example if an allowed element is called "SCHEMA_ELEMENT" to see it displayed in the elements list as "RENDERED_ELEMENT"? But the inserted element would still be "SCHEMA_ELEMENT".

As you are using DITA this could be done using DTD specialization. Or you could customize the document type definition to define custom actions which can be added to the Elements view + to remove certain elements from the Elements view. I can give you more details about this if this is what you want.
