Expose options in frameworks to suppress unrequested menu items

I have a situation such as the one described here...

...where I would like to suppress the Refresh References and Profiling/Conditional Text menu items. (I like the Tags Display Mode.)
It seems strange to me that I get to build my own menu, populated exclusively of the actions I want. Except for those last three items. I never asked for them, they are irrelevant to the majority of document types I'm working with, and they confuse other users.
I understand the two customization options outlined in the ticket above, but these feel very hackish. It would be preferable if I could suppress these features directly within my framework settings, ideally at Options > Preferences > Document Type Association > [Document Type] > Author > Menu
