It would certainly be useful to have '0' be a standard completion option to minOccurs. I noticed a previously posted request to add unbounded to maxOccurs which was added. George said that (at that time) future versions would have completions be driven by the schema for schemas, which may well be, but it sure seems like 0 is the appropriate completion to minOccurs 99% of the time, and '1' would never be specified, as that is the default.
