xsl:package editing support

Hi,
When I start a new XSLT file I don't have the option to make it an xsl:package. I can do this manually, but I see that autofill is not supported for the root element's attributes, at least not at the beginning of the process (it kicks in later, after @version='3.0' is manually added).
Further, when I define a parameter or variable with an if-then statement, it does permit formatting (Ctrl+Shift+I). I must temporarily rename the root element from package to stylesheet, do the formatting, then switch back again.
