Build in mini-TOC feature

Can you build a mini-TOC into the possible parameters?
I described a way of doing it here: http://idratherbewriting.com/ditaqrg/#add_mini_toc.html with a demo here: http://idratherbewriting.com/ditaqrg/#m ... _page.html. I find this really useful.
I would love to insert it programmatically so that if there are 3 or more headings, the mini-toc is automatically injected, just like with Mediawiki.
