Multiple custom frameworks not being detected

I don't know if I've done something fundamentally wrong, but I've recreated the two frameworks time and again to test it and the same problem keeps repeating.
Originally I was working with only one custom framework, but now I'm working with a second, neither the desktop Editor is recognising both at the same time (I can disable the first one and then it acknowledges the second one), nor is the Web Author offering the second framework as a template, only the first one I uploaded.
To test that there is no problem in the second framework:
1. the second framework works and offers as a template on the desktop if I disable the first in the document type association settings dialog.
2. On both desktop and web author, if I upload the 2nd framework first and the original as second (after wiping both off from the list of templates/frameworks), it behaves such that the 2nd framework now becomes the dominant one and I have to disable it for the original to be usable.
I checked the properties viewer for a new document created from the template available after I disable the first-created/uploaded, and it is showing the schema and CSS is looking for the framework of the first that has been disabled.
I have absolutely no idea what I'm doing wrong, as to me each time I create a new document type, it should be the same formula using the dialog to associate the relevant CSS and schema files, and templates folder. There is no option to choose to ensure it can or cannot be used in the existence of another custom framework.
For the record, I am creating and saving these frameworks on a local drive, rather than placing them in the programs folder for oxygen frameworks.
Please can anyone identify if I have missed anything.
