Is there an Emacs binding in Oxygen XML ?.

Hello,

Neither the standalone nor the Eclipse plugin of Oxygen have Emacs key bindings.
However, the Emacs key bindings from Eclipse that are assigned to generic actions(navigation, find) also work in the Oxygen editors(XML, XSL, etc).
