DITA WebHelp: 404 Error in IE on 'With Frames'

When a topic is displayed without the Content/Search frame (direct URL to the topic HTML page, not to index.html), and I click 'With Frames', the Content/Search frame opens, but the content frame displays a 404 error.
This does not seem to be an issue in browsers other than IE.
