Can Oxygen import an XML file, then the XSL style sheets and then export a DTD?

I'm not sure I understand your question so please add more details if ny reply does not answer your query.

Oxygen can generate a DTD from an XML instance document, you can do this using the "Convert to..." action and select DTD in the dialog that will pop up.

Also if you have an XSL stylesheet that applied on your XML document will get you a DTD then you can run this transformation in oXygen. There is a whole chapter in the user guide that explains in details how to configure and run transformations.
