We have a situation where all links to other topics in a single chapter (but for some reason not one topic in that chapter) show #unique_250 or #unique_whatevernumber instead of the topic title they are linking to. The links themselves work, but for some reason their titles don't display for this one chapter.
I've checked the ditamap for differences between it and working chapters, the links themselves, the file metadata, but can't determine why this chapter is different. Any guesses or assistance would be welcome.

I normally get this behavior when links are broken. Do you have a small standalone testcase you can share that reproduces the behavior?

As Cris mentioned above, it's probably an issue with the correctness of the link. Since you are mentioning that the link themselves work, then probably the ids (#unique_250 etc) are no longer matching the ID of the referred topics. If you run the Validate and Check for completeness action on the toolbar, it should detect and report all similar issues. To fix them, open the topics, copy the new ID and replace it in the links.
If you want to rename an ID in the future, you can open the topic, present the contextual menu over the root element, and select Manage IDs->Rename in....

This didn't work to find the particular errors it seems, but did draw out new ones. I've send a sample issue file to the Oxygen team for support.

For future reference, to address the issue, we had to remove a link from the <shortdesc> section of the problem topics.
