Forcing page breaks before a topic

I am trying to get certain topics to start on a new page in my PDF. I found this page with instructions:

It tried step 3 under "Page Breaks":
In your DITA topic, set the @outputclass attribute on the topic root (or any element) to contain one of the page-break-before, page-break-after, or page-break-avoid values. If you want to control the page breaking from the DITA map, use the @outputclass attribute on the <topicref>, with any of the values mentioned above.
However in my PDF, my topics do not start on a new page, even though I added "page-break-before" to the @outputclass in both my DITA topic and the DITA map.

What am I doing wrong?

Unfortunately we cannot reproduce the problem on the last version of Oxygen.

Could you let us know which version you are currently using?
Are you using a CSS customization in the transformation (args.css or publishing template)?
Can you send us the CSS customization (if you use one) and a small DITA sample where the issue occur at support@oxygenxml.com?
