Using copy-to and chunk=to-content causes CSS trouble in WebHelp Responsive

Hi,
When I use the copy-to attribute on a topicref and also use chunking="to=content", the HTML output doesn't include the right link on that page to the CSS, so the output is missing any formatting.

Hi,
Indeed, this seems to be an issue.
The HTML page is not rendered correctly in WebHelp output when it is generated for a topicref with both chunking="to=content" and copy-to attributes set.

Hi,
I just wanted to let you know that this problem has been resolved in the latest maintenance build of Oxygen 21.1, 2019101513 (build 2019101509 of WebHelp), released on October 17th:
WebHelp Responsive: CSS stylesheet was not loaded for HTML documents generated for DITA topics that had chunk="to-content" and copy-to attributes specified in the DITA map.
