Cycling open windows is limited to two windows

I'm using Oxygen 20.1 on Mac OS X El Capitan (10.11.6). I frequently have three windows open: the editor, the SVN Client, and the Compare Directories window, and I frequently need to switch from window to window. Normally in any given application on Mac, I would be able to hit Command-` to cycle among all open windows. In Oxygen, cycling through the windows is limited to two windows, namely the two most recently used windows. The third window never gets moved to the front. (Of course, I can click on the third window to move it to the front, but that's not as convenient as the keyboard command.)

This seems like a bug. It would be extremely convenient to be able to cycle among whatever windows are currently open.

Thank you for the feedback.
I can confirm the windows switching issue with Command+`. I have logged this on our issue tracking tool to investigate and fix. We are currently investigating if it's a Java issue or an Oxygen issue.
Weirdly enough, Command+Shift+` works correctly, so you could use this as a workaround until we fix the other one.
