Bug with ${id} / auto generated id?

Hi,
for years now, we're using in an customized Oxygen Framework the editor variable ${id} in a template file for a TEI-XML document:
Until 17.1 it works very well. Since we want to migrate to Oxygen 20.1 we encouter a problem: the editor variable ${id} doesn't work. Instead of inserting a random ID, Oxygen XML Author inserts the Filename in TEI/@xml:id.
After some search I have found the "Generating IDs for Elements in Author Mode" (introduced in version 18.0). After that I tried to deactivate "Use the file name as the value of the root ID attribute" in "Options > DITA > New Topics". And it works! But I wonder if that is intended, because we're using TEI files and have just an customized, TEI-based Oxygen Framework activated. All other frameworks are deactivated.
