Webhelp search results blank for words in headings

I'd like to hear if anyone else has this issue. It started for me with Oxygen 17.1. I'm using Docbook 5.1, and have been for about a year without seeing this issue.
Here's what happens:
Transform Docbook XML into Webhelp with feedback using the same transformation we've been using (which is not the default).
Open the index.html from the output folder (local filesystem, not on a server).
Search for a word contained in one of the headings.
The results are completely blank.
Searching for words not contained in the headings works. Searching for multiple words works. It might not only be headings, that's just the pattern I've noticed. And sometimes words in headings work, too. It's confusing
I can transform the same XML source files with Oxygen 17.0 and the search works as expected. I did note that the 17.1 output search results are different for searches that do work. Results are in a different order, given different rankings, etc.
Same results whether stemming is turned on or not.
Does this happen to anyone else? We can't upgrade to 17.1 because of this.
