Switching Projects - Global Settings Not Retained 16.1

Hi All:
Let me apology ahead of time since I am a newbie. I have attempted to search the forum posts, but could not find an answer to my problem. When in the Options > Preferences window of Oxygen Author 15.2, I would switch between 'Project Options' and 'Global Options' and a pop-up with the follow dialog would appear:
"You are about to switch from project to global options.
Would you like to overwrite the existing global options from this page?"
This dialog would have 3 possible choices 'Overwrite', 'Preserve', or 'Cancel'. I would usually select 'Preserve' so as to not lose any settings of the mode that I would switch to. Now in 16.1 when I attempt the same operation, I do not receive the dialog. No matter what I have done so far, the 'Global Options' and 'Project Options' would have the same settings. It is like the Project and Global settings are the same since contents is overwritten. Is there a to control whether that dialog pops-up? If not, is there a way to be sure that you can maintain previous settings and not have them overwritten? Thanks for the help.
