JVM Could not start. max heap or antivirus

I am trying to get the editor v16 to run on my windows 7 64bit box.
I have 64GB of RAM and over 70% is free.
I tried to edit the .vmoptions and change it a lower and higher number for -Xmx (it is currently at 1024m)
Every time I try to run I get ..
Error.. the JVM could not be started. The maximum heap size (-Xms) might be too larger or an antivirus or firewall tool could block the execution.
I just did a reboot, disabled the anti virus and firewall.
I also tried to install the latest java.
Right now windows shows I have these java versions installed:
Java 7 Update 75
Java 7 Update 75 (64-bit)
Java 8 Update 40 <--- did this one today
Java SE Development Kit 7 Update 75
Java SE Development Kit 7 Update 75 (64-bit)
I need to look at large .xml files (2GB +) and need to get your tool running.. any suggestions?
