Webhelp TOC load times

We are currently using Oxygen 14.2 and have just now generated our first build of html help. We have run into a performance issue with the Table of Contents and we are hoping that you might be able to offer up some advice or assistance. We are experiencing a difference between Internet Explorer 9 and 10. While the ToC loads in IE10 in a second or two, there is sometimes up to a 20 to 25 delay with IE9. Internet explorer 8 is so slow (2-3 minutes) that we are just going to recommend our users upgrade from that.
Our Help system has around 7,000 documents as a point of reference but our previous Help documentation tool (RoboHelp)did not have this issue.
Are there any settings, changes, adjustments that we might make to improve the ToC load times for IE9? We have tossed around the idea of breaking up the doc, but that would be a last ditch option that we would rather not pursue if there was anything we could do on oxygen's end. Is there any way to force the toc to cache when the initial screen is called? As opposed to when the "Show Table of Contents" button is selected? Any advice or suggestions are greatly appreciated.
