Could you please try applying the default (not tinkered with) DITA Map > WebHelp Classic scenario which comes predefined in oXygen?
Let me know if the transformation successfully finalizes and you obtain the output without modifying the scenario.

Hello,
It is possible to import Excel documents in oXygen using the File > Import > MS Excel File menu.
However, there is no mapping involved, so you can not import Excel documents to follow an XML schema.

I'm afraid that, as the transformations in WebHelp are based on the DITA-OT.
As this basically limits WebHelp to single threading, running WebHelp on multiple threads is not possible for the time being.
