Sorry, we do not have a similar feature for filtering attributes based on user-defined rules. But we'll consider this for a future version.
We have a Java API extension which could be used to achieve this but you would need a Java developer to implement an extension.

Hi,
I tested with an installed Oxygen without any additional XSLT customizations and this should work both for the HTML and PDF outputs as long as the font used to render the paragraph can render bold and underline styles.

Hi,
By default the DITA specification states that if the table does not have border information set to it, it should consider that the border should be shown.
So you should set the @frame attribute to none.

I'm not sure what can be done, could you possibly send us (support@oxygenxml.com) a sample PDF image to test with? Either it's an issue in PDF Box (in which case we can not do too much) or an issue in how we use the library (which we can investigate and fix).

I added your vote for it. The feature will probably work in the Oxygen standalone but it will not work in the Oxygen plugin for Eclipse because we do not have enough platform support there to make this work there.
