We have not used imagemaps in our DITA content so far so I tested the PDF output with image maps quite some time ago, I might have forgotten what the behavior is.

Not yet. But we do have plans to add a special toolbar action for inserting image maps in Oxygen 18.0 (Spring next year).
I will update this forum thread when this happens.
In the meantime you will need to manually create the image map structure.

If you apply a DITAVAL which filters audience="technical" what you did is equivalent to not having the cell at all in the table.
You could have also tried to put the attribute on the entire table row if you wanted the entire row to be ignored.

From what I checked, if an Author action has xpath activation modes and at a certain offset all xpath activation modes evaluate to false() the action is not shown both for the content completion windows and for the Elements view.
