Yes, the publishing works. I tried your sample files, the error is the same.
I also asked my colleague who is working on Windows 10 to test the sample files, and she got the same error.

DITA-OT project file validation error
Hi, I always get this validation error when using the include parameter in a DITA-OT project file: image.png The referenced documents do exist, and the project file can be transformed successfully. Maybe it's a bug? I'm using <oXygen/> XML Author 23.1, build 2021082307 on macOS Monterey 12.1.

Thanks for the reply. But the key reference was only inside topic2 which was not in the DITA map. The DITA map only includes topic1 which has no reference to key2. I'm wondering if there are possible configurations to exclude this file.

Hi Radu, Thanks for the quick response. Apart from using relationship tables, it seems grouping topics in the topichead element also creates related links for each topic. But in the DITA specification, this is not mentioned. Does this mean this way of creating related links is not recommended? Or is...
