I am on 22.0 and using a modification of DITA Map PDF - based on HTML5 & CSS.
However, I changed my preferences from DITA OT Add-On to Built-In and it works now! I had changed it previously due to a bug but forgot to switch it back once that was resolved.

You want to use <stepsection> in a task. It is different from a regular <section> in that it acts more like a break between steps, not a container for steps. Hello, I am just replying to this thread as I am having a similar issue to the OP. I wonder if it is a problem with DITA-OT following the update to Oxygen 22.0? It is only occurring with one map, the rest of my maps (and my coworker's maps) are rendering fine.
