Its largely NRL in a different namespace. I suppose an update depends on Jing being updated.

Why wouldn't the Windows users use the same method - its calle dCharacter Map and gives,as you said, available characters by Unicode block. Since this is built into the OS, no particular reason for oxygen to add it.
