Use fo:inline-container to create an area of a fixed width on a line into which you can place text. You can set properties on the container to accommodate too much text to fit.

Note I've found using line-height="1" and alignment-baseline="after-edge" helpful in using the container seamlessly on the line.

with FOP 1.1.

I have no idea if fo:inline-container is supported in FOP 1.1.

It's in a List of Tables in the front matter of a book. For each table in the list, table number area should be fixed width followed by table title.

Can you not just use a two-column table or a list block? That requirement sounds pretty straightforward. Then you wouldn't have to create inline areas.
