I have no idea if fo:inline-container is supported in FOP 1.1.
Can you not just use a two-column table or a list block? That requirement sounds pretty straightforward. Then you wouldn't have to create inline areas.

It's in a List of Tables in the front matter of a book. For each table in the list, table number area should be fixed width followed by table title.
Can you not just use a two-column table or a list block? That requirement sounds pretty straightforward. Then you wouldn't have to create inline areas.
