That's true, but I can be more cavalier with removing processing instructions. I could probably do that with the comments except there might be some useful info there. The PIs only are there because of the Arbortext Editor for the Editor.

No but with the restriction on nested PI's (you can't have the text ?> as a substring of the value of a PI) so they are not really much more flexible than comments, just changing the problem characters from -- to ?>.
