That looks great. The only thing better would be to have a single regex expression, typically stored in a string variable to be used in any match. The alternative is probably to build a smal function that combines the two "match", to better isolate the logic.

How about something like:

matches($str,'^(\i\c*:)?\i\c*$') and matches($str,'^([^:]+:)?[^:]+$')
